Electoral deadline and tensions in Haiti

The background. The Ministry of the Interior and Territorial Communities has set October 15, 2026, as the resignation deadline for interim executive agents wishing to run as candidates in the upcoming elections. This decision is based on Article 388 of the electoral decree, requiring these agents to leave office within seven days following the publication of the text.

The decision. In a circular note signed on October 12, Minister Paul Antoine Bien-Aimé recalled this legal obligation and called on those concerned to respect this deadline. At the same time, the DEBLOKE political group asked the Provisional Electoral Council to publish an updated electoral calendar following the extension of candidate registration until October 31.

The reactions. The Kenbe Kapòw Collective demanded a new two-headed government team to prepare for the vote and provide the CEP with the necessary means. According to political scientist Yves Pierre, the continuation of the current electoral process could guarantee a post-electoral crisis, as the voter list is considered obsolete and vast areas are under gang control.

The demands. The French Ambassador to Haiti, Gautier Lekens, met with Prime Minister Alix Didier Fils-Aimé to insist on the importance of presenting candidates of integrity. According to Le Quotidien 509, Paris reiterated its commitment to the full implementation of United Nations and European Union sanctions regimes in this context.
