According to Haitian police spokesperson Arold Jean, Osbeck was turned over to local authorities by members of the public. Investigators discovered sexually explicit messages on his cellphone and found that the orphanage lacked necessary operating authorization. At least 12 children underwent medical examinations as part of the investigation; however, the results have not been disclosed.
Mapou-Infos reported four additional individuals were arrested for allegedly facilitating abuse involving minors but this information has not been independently confirmed by Le Floridien staff.
Osbeck is associated with several missionary organizations in Haiti, including Jesus in Haiti Ministries and Ignite Your Faith Ministries. The allegations against Osbeck do not establish wrongdoing by these organizations or their current leadership.
The case raises questions about the oversight of privately operated residential facilities for vulnerable children in Haiti and highlights potential weaknesses in licensing, inspections, background checks, and government supervision.
