United Nations experts link political leader Jean-Charles Moïse to an illegal export ring for juvenile eels. This accusation, reported on Thursday, October 8, 2026, involves the head of the Pitit Dessalines party.

The discovery. Customs checks carried out by a member state in June 2026 uncovered the operation of a transnational network active in shipping these fish across borders. The document drafted by the international specialists describes a sector characterized by a lack of legal oversight, high opacity, and marked vulnerability to corruption.

The mechanism. The system worked by concealing the true origin of shipments sent abroad. To mask these transfers, the operations consisted of gathering cargoes supplied by regional and local underground operators in order to pass off the entire batch of goods as catches coming solely from Haitian territory.

The involvement. This work is part of ongoing research into organized crime and illicit flows in the country. According to the UN conclusions, the former candidate maintains decisive control over this entire trade. This pressure is reportedly exerted particularly at the Ministry of Agriculture, which issues the shipping permits, as well as by paying off various customs officers responsible for monitoring the shipments.
