The UN accuses Rosemila Petit-Frère of gang ties

The United Nations (UN) has published a report accusing Rosemila Petit-Frère, former mayor of Arcahaie and businesswoman, of maintaining close ties with several gang leaders. According to the Panel of Experts on Haiti, Ms. Petit-Frère allegedly passed confidential information regarding police operations to Renel Destina, alias "Ti Lapli," leader of the Grand-Ravine gang, and to Jean Gardy, alias "Pece Pim" of Krache Dife. These exchanges reportedly took place before the creation of Viv Ansanm in September 2023.

The report also indicates that Rosemila Petit-Frère allegedly embezzled a portion of public funds to finance Jean Gardy and other members of the Krache Dife gang. Furthermore, the UN asserts that she used several businesses belonging to her network to launder these illegal funds.

Ms. Petit-Frère firmly denies the UN's accusations, but her observations have not changed the experts' position. These allegations do not constitute a judicial conviction and are separate from the case currently before the Haitian courts, where she was arrested in August 2025.

Judicial Context

Rosemila Petit-Frère has already been involved in a criminal trial since her arrest in the Dominican Republic. In January 2026, investigating judge Mathieu Chanlatte granted her a release order for medical reasons without closing the judicial case.
