A concealed transnational network

According to the report published by Haiti24, customs checks carried out by a member state in June 2026 uncovered the operation of a transnational structure active in shipping these fish across borders. The document drafted by international specialists describes an industry characterized by a lack of legal oversight, high opacity, and marked vulnerability to corruption.

The system operated by concealing the true origin of shipments sent abroad. To mask these transfers, the operations involved gathering shipments provided by regional as well as local underground actors, in order to pass off the entire merchandise as catches coming solely from Haitian territory.

Reported grip on public controls

This work is part of ongoing research into organized crime and illicit flows in the country. According to the UN findings relayed by Haiti24, the former candidate reportedly maintains a decisive influence over this entire trade. This pressure is said to be exerted particularly within the Ministry of Agriculture, the institution responsible for issuing shipping permits, while also affecting various customs agents tasked with monitoring the shipments.
