UN denounces release of arms traffickers in Haiti

According to this document, investigations into these violations are hindered by the influence of certain actors and never lead to charges.

The report specifically mentions an arrest that took place on June 7, 2025 in the Dominican Republic. Three people involved in the acquisition of weapons, commercial drones, and equipment for Haitian gang leaders were detained: Étienne Roudley, Sony Pierre, and Sténio Saint-Fleur.
These three men had planned to buy a DJI Mavic 3 drone in the Dominican Republic on behalf of Johnson André. Despite the abundance of evidence against them, the Haitian authorities eventually released all of these individuals.
The report also stresses that corruption and the lack of resources seriously hinder legal proceedings for this type of case. In this context, the extradition to the United States of individuals suspected of involvement in arms trafficking has been proposed as a practical solution.
