The rector of the State University of Haiti (UEH), Dieuseul Prédélus, has launched a continuing education program for Haitian teachers, funded and conducted in partnership with Elms College and the Kellogg Foundation. Sixty-four candidates were selected following a competitive process from among 371 applicants. This information comes from Rezo Nòdwès, the only media outlet whose full text is included in the file.

The launch ceremony was held on Saturday, October 31, 2026, at the Kinam Hotel in Pétion-Ville. The rector acknowledged there that the standard of candidates for Haitian public educational entities is in total decline.

A 15-credit curriculum, entirely remote

According to Rezo Nòdwès, the program takes place online, with differentiated instruction adapted for primary and secondary school professionals. It represents 15 credits and includes pedagogy modules. It concludes with a synthesis project in the form of an academic monograph.

To allow participants to train from home, the organizers are providing them with tablets, solar chargers, and data plans. In-person orientation sessions and professional development mini-conferences round out the program.

A certificate signed by the three partners

The certificate of completion will be jointly signed by Elms College, the Kellogg Foundation, and the UEH. Dieuseul Prédélus assured that it will have international recognition and promised the beneficiaries a guaranteed job. The brief does not specify the employer or the terms of this guarantee.

The rector also indicated that he is aiming for an 80% success rate, emphasizing that the program was designed in a spirit of equity so that every participant succeeds.

What the graduates will have to do

Dieuseul Prédélus presented the program as arriving at an opportune time in a difficult socio-economic and security context. He admitted that the low standard of candidates for UEH entities calls for action, and encouraged the various relevant skill sets to commit to improving the quality of the education provided. The graduates, he reminded them, will have to replicate the training received in their immediate school environment.
