Millions spent, never a ballot in the box

Haiti has accumulated since 2020 constitutional projects and provisional electoral councils without ever conducting a popular consultation. Under Jovenel Moïse, the Independent Advisory Committee created by decree in October 2020 drafted a preliminary constitution draft. The referendum planned for April and June 2021 never took place.

Ariel Henry inherited the text without organizing the election or the announced referendum, which was postponed until November 7, 2021, then abandoned. In September 2021, his government ended the mandate of the CEP from the Moïse era.

The High Council of Transition established in December 2022 announced constitutional and electoral reforms without implementing them. The Steering Committee of the National Conference, chaired by Enex Jean-Charles, was created in July 2024 to lead the constitutional process. A preliminary draft was presented in May 2025 and a final text in August.

According to Rezo Nòdwès, approximately 600 million gourdes were mobilized for this structure, leading to a citizen petition addressing the ULCC. The referendum planned for December 13, 2026, by Alix Didier Fils-Aimé seems to join the list of announced but never realized consultations.
