The Minister of Planning and External Cooperation (MPCE), Dr. Sandra PAULEMON, has held a series of consultations in recent months to draw up the Public Investment Program (PIP) for 2026-2027. These efforts have made it possible to prepare budget decisions and define sectoral priorities.
At the end of September, Dr. PAULEMON held several meetings in the North-East and North departments to review local needs for administrative, agricultural and tourism infrastructure. The talks allowed regional officials to submit priority projects for review.
On September 3, Dr. PAULEMON took part in the official launch of the 2026-2027 school year in the Artibonite department. There, she spoke about the need for textbooks and school meals for vulnerable families, as well as the need to include local agricultural products.
On September 14, she met with several ministries and public institutions to select the projects to be funded under the PIP. The MPCE's director general, Guy Roméro LATRY, stressed the need to align these choices with the government's strategic priorities.
At the same time, Dr. PAULEMON travelled to the South-East to restart discussions that had been suspended since 2020. The talks focused in particular on improving ecological resilience and strengthening local health services.
On another matter, Dr. PAULEMON met with UNESCO representatives to discuss the support it provides in Haiti in various areas. She stressed the need to improve the mechanisms for monitoring and evaluating projects.
UNESCO's local head, Eric Voli Bi, said his organization was ready to support a study on the country's readiness for artificial intelligence. He also raised the possibility of setting up micro-science kits in Haitian schools.
The report concludes that better alignment between UNESCO's interventions and the government's priorities is needed to ensure sustainable and effective development for the benefit of the Haitian population.
