All contract public agents whose remuneration is provided by the Public Treasury must henceforth be hired under one of three unique contract models for the 2026-2027 fiscal year. Prime Minister Alix Didier Fils-Aimé signed circular no. 022 imposing this on October 27, 2026, according to Vant Bèf Info.
Three categories of personnel
The models correspond to three groups: government members' cabinets, support staff, and other contract agents. The public agent payroll management system (SYSPAY) generates these contracts automatically. Heads of institutions and authorizing officers must apply the corresponding model to each agent and verify that the information entered into SYSPAY is accurate and complete.
What the government is seeking
The government wants to better control personnel expenditures and harmonize the management of contract workers. It also aims to centralize salary payments through SYSPAY and make personnel data more reliable.
Each contract must allow for the verification of the agent's identity, their assignment, the duration of their engagement, and their remuneration. It must also show whether the planned tasks meet the institution's actual needs and whether the authorities hiring on behalf of the State are authorized to do so. The government sees this as a way to strengthen legal security, transparency, and payroll traceability.
Who oversees implementation
Monitoring is the responsibility of the Ministry of Economy and Finance (MEF) and the Office of Management and Human Resources (OMRH), each within its area of competence. The circular is addressed to the heads of institutions of the National Public Administration. It was made public in Port-au-Prince on November 7, 2026.
