The Consortium national du secteur coopératif haïtien (COSECOH) is asking the authorities to create a ministry devoted entirely to cooperatives. According to Vant Bèf Info, its representative, Eslhomme Raymond, made the demand at a press conference held in Port-au-Prince on Tuesday, November 3, 2026.

What the consortium wants

COSECOH wants the cooperative sector to be better represented within the State. The proposed ministry would be tasked with defending the interests of cooperatives, supporting them and promoting their development.

The consortium says its request goes beyond simply creating an administrative body. Above all, it aims to give people in the sector a say in the public decisions that affect them.

Eslhomme Raymond's grievances

Eslhomme Raymond sharply criticized the way cooperatives have been treated. In his view, the authorities have been sidelining the sector for five years. He also decried the lack of regard shown to those involved in the cooperative movement.

He considers the situation worrying, because cooperatives can contribute to the country's economic development. Yet they reportedly do not get the attention they need from the public authorities. The consortium concludes that better institutional recognition has become essential.

Concrete measures expected

COSECOH is calling on the authorities to take concrete measures and to better integrate cooperatives into public policy. It intends to make this demand a priority and wants officials to move from words to action to end the marginalization it denounces.

The report does not say what specific measures are expected, nor how the authorities have responded to the request.
