Ottawa fears that individuals targeted by international sanctions may seek to run in Haiti's upcoming elections. On Friday, October 30, Global Affairs Canada, the equivalent of the Ministry of Foreign Affairs, issued a statement regarding the integrity of the electoral process and sanctions. The Canadian government believes that such candidacies could undermine public trust. They could also compromise the goal of legitimate, accountable, and democratic governance.

The text states: "Those who are targeted by international sanctions for fueling violence, corruption, or human rights violations should not compromise Haiti's democratic future." Canada also insists on very high standards of integrity and transparency in order to preserve public trust.

Sanctions to be maintained

Canada reaffirms that international sanctions are legitimate. They target individuals linked to criminal networks and armed gangs, corruption, illicit trafficking, money laundering, or human rights violations. Ottawa emphasizes that they must continue to be enforced.

According to Rezo Nòdwès, Ottawa is not questioning the principle of political participation. The media outlet also reports that, for Canada, the integrity of future leaders is an essential condition for restoring national and international trust.

A call to authorities and political actors

Canada is asking Haitian authorities, including the Provisional Electoral Council (CEP), to ensure that the process is carried out in strict compliance with laws and regulations. It encourages political actors to demonstrate responsible leadership and to act in the best interest of the nation.

The statement recalls that holding elected office entails heavy responsibilities. These involve the management of public resources and relations with national and international financial and regulatory systems. They presuppose the trust of the Haitian people and the ability to perform official duties without hindrance.

Canada says it stands in solidarity with the Haitian people, who are responsible for choosing their leaders. It affirms its continued commitment to Haitian-led efforts to restore security, strengthen democratic institutions, and enable credible and peaceful elections.

Media clarifications

Le Nouvelliste and Karibinfo note that Canada is taking a stand following the European Union. According to AlterPresse, the cited statement is signed by the Embassy of Canada in Haiti. Haiti24 points out that online registration does not constitute final validation of candidacies by the CEP. The sources consulted do not name the sanctioned individuals who might be considering running for office.
