Hercule believes that merely publishing an election calendar is not enough to ensure the organization of elections if legal issues remain unresolved. He noted that approximately 14,000 voters were registered over the first five days, compared to less than 4,000 during the following three days.

The lawyer questioned the effectiveness of the registration process despite modifications made. He also pointed out an omission in the decree regarding the participation of city delegates in the formation of municipal assemblies, which could hinder their legal formation and affect the decentralization process.

Hercule also criticizes the lack of an explanatory document to understand the changes made to the text. He notes that some changes lack a global justification while being either relaxed or tightened compared to the previous version.

He also highlighted vague deadlines imposed on officials wishing to run for elective office. These deadlines can create interpretation difficulties between their publication and the registration of candidacies, according to him.

Finally, Hercule mentioned the removal of provisions related to certain international sanctions, emphasizing that this raises questions about the guarantees surrounding the eligibility of certain individuals. He therefore calls for a thorough evaluation to identify and correct inconsistencies in the decree.
