Disagreement between CEP and Prime Minister over an electoral decree

In a statement released that day, the CEP asserts that this move is unconstitutional and threatens the electoral process. The text clearly indicates that there is a disagreement with the Executive branch and denounces a violation of the Constitution by the authorities.

According to Jacques Desrosiers, director of the CEP, Alix Didier Fils-Aimé imposed this document without any possibility for debate. The members of the CEP emphasized that this decision does not respect the constitutional provisions that grant the CEP the prerogative to draft the electoral decree.

The Prime Minister's Office, in a separate statement, claims that there is a convergence of views between the electoral institution and the executive branch on the need to consolidate institutional stability. This version of events was released before the CEP had time to issue its own statement, creating confusion in the media.

Context

The debate surrounding the electoral decree intensified after the first meeting between the Minister of Economy and Finance and the CEP. The Prime Minister's Office subsequently published a document that profoundly modified the initial text, sparking an immediate reaction from the CEP, which accuses the decision of being unconstitutional.

Consequences

Faced with this conflictual situation, the Prime Minister announced the upcoming holding of a coordination meeting with actors from the security sector, notably the Gang Repression Force (FRG).
