CEP travels to France to discuss voting for the diaspora
On September 28, a delegation from the Provisional Electoral Council (CEP) traveled to France as part of an exploratory mission on the pilot experience of voting for Haitians living abroad. This visit comes after Foreign Minister Raina Forbin met with the CEP to discuss preparations for this initiative.

In a press release, the CEP stated that this is an important step aimed at better understanding the realities and concerns of Haitians living outside the country. The delegation, led by Vice President Jaccéus Joseph, includes Yves Marie Edouard and Rose Thérèse Magalie Georges.
According to Rezo Nòdwès, the Haitian Constitution sets electoral operations within national territory. Article 191 states that the CEP organizes and controls these operations "throughout the territory of the Republic." This position is confirmed by the legal interpretation of a lawyer, Dr. Elco Saint Amand.
The CEP delegation also met with Raina Forbin to discuss steps to take with foreign authorities and the practical implementation of the operations. The Ministry of Foreign Affairs supports the process, but no details about the countries involved or the number of voters have been communicated.
The CEP emphasizes that these discussions aim to define the necessary conditions for legally and effectively organizing the vote of the diaspora while respecting the current legal framework. The next steps remain to be specified, particularly concerning the exploration of administrative options in different countries.
