Haiti's 2026-2027 Budget Priorities Focus on Security and Elections

Haiti’s government has outlined three key priorities for the upcoming fiscal year, with a focus on public security, national defense, and organizing elections. The budget, adopted on September 30, 2026, allocates a total of 401.2 billion gourdes to these areas.

Public safety remains the top priority, receiving significant funding for both the Haitian National Police (PNH) and the Armed Forces of Haiti (FAd’H). The government plans to strengthen operational capabilities by recruiting and training new police officers through the P-4000 program. This initiative aims to recruit 4,000 additional police personnel over three years.

The budget also includes substantial allocations for national defense, with a goal of expanding the Armed Forces to reach 15,000 soldiers within three years. Additionally, funds are set aside for infrastructure projects such as building new prisons and improving logistics support for both law enforcement agencies and security forces.

To address immediate threats from criminal groups, the government will secure major roadways and intensify efforts against armed gangs. These measures aim to create conditions conducive to economic recovery by reducing crime rates and restoring public order.

The second priority is organizing elections, with an allocation of 8.6 billion gourdes for electoral activities. This represents a significant increase from the previous year's supplementary budget of 5.9 billion gourdes. The funds will cover logistics, institutional communication, and support for political parties involved in election preparation.

Economic recovery is the third priority, focusing on projects that can deliver tangible results to improve social protection and regional revitalization. This includes measures aimed at mobilizing revenue while balancing security needs with fiscal discipline.

Throughout these efforts, the government aims to strengthen institutions such as Parliament and ensure state continuity following political turnovers post-elections.
