The Industrial Development Fund stated that these measures aim to establish "an institutional framework conducive to credible, transparent and impartial elections."
Under the revised rules:
- Senate candidates must pay 400,000 gourdes ($3,000).
- Chamber of Deputies candidates now owe 100,000 gourdes ($770).
- Municipal council fees are set at 50,000 gourdes ($385).
- Communal Section Administrative Council (CASEC) candidates pay 15,000 gourdes ($115).
- Assembly of the Communal Section (ASEC) candidates must register for 5,000 gourdes ($39).
These fees compare with previous amounts set in a June 2 decree:
- Senate: 800,000 gourdes.
- Chamber of Deputies: 300,000 gourdes.
- Municipal council: 100,000 gourdes.
The new rules also reduce fees compared to the March 2, 2015 decree for the 2015-2016 election process:
- Senate: $6,154.
- Chamber of Deputies: $2,308.
- Municipal council: $770.
The Haitian government said in a statement that these measures were adopted to help establish an institutional framework conducive to credible elections. The Provisional Electoral Council (CEP) has announced new deadlines but not postponed the first-round elections scheduled for Dec. 13, 2026.
