HOLMES, currently the CEO of RallyX and originally from Florida, has had a presence in Haiti for nearly two decades. He notably stood out in humanitarian management after the 2010 earthquakes by leading the HaitiOne school network between 2017 and 2019. His teams provided daily meals to tens of thousands of children.

In response to current security challenges in Port-au-Prince, HOLMES founded in 2023 a company specializing in private security and crisis management. His teams have carried out complex extraction missions and negotiations during hostage situations involving American and Haitian citizens.

Before the Senate Appropriations Committee, HOLMES highlighted the main strategic issues: drug trafficking, illegal arms, increasing migration flows, and China's growing geopolitical influence.
