Raina Forbin, the Haitian Minister of Foreign Affairs and Worship, took part in the 30th Ibero-American Summit held from November 3 to 5, 2026, in Madrid. According to a statement from the Ministry of Foreign Affairs released on November 3, Forbin participated in a high-level dialogue with associate observer states and consultative observers.

Haiti's participation in the Summit is primarily aimed at strengthening its international partnerships. Haiti has held the status of associate observer state since 2012, a position that allows it to discuss national priorities and seek new areas of collaboration.

Through these discussions, the minister explored several key themes for the country: restoring security, economic recovery, institutional strengthening, and resilience in the face of natural disasters. She also scheduled bilateral meetings with other diplomatic representatives to present Haitian priorities.

This participation comes in a context marked by various challenges for Haiti, notably a serious security crisis and economic difficulties. The government is seeking to diversify its international partnerships and mobilize new support to address national priorities.
