What the Accused Admitted
Pérez Fernández pleaded guilty on June 10, 2026. He admitted to participating in a conspiracy to distribute controlled substances and possessing a firearm to facilitate trafficking.
The charges brought against him pertain to drug trafficking and weapons, not murder per se. However, his plea agreement includes the application of federal sentencing guidelines for homicide, which explains the severity of the sentence.
The Targeted Network
According to federal authorities, the criminal organization operated in several public housing complexes, including Sabana Abajo, Luis Llorens Torres, Los Mirtos, and Jardines de Monte Hatillo, as well as neighboring areas. They were selling heroin, cocaine, crack, marijuana, and other substances.

Authorities indicate that all five accused in the case admitted their role in Sergeant Ramos Vélez's death. Luis Isaac Sánchez, Olvin O'Neill Concepción Tapia, Daniel López Vega, and Andiel González Sáez also pleaded guilty in June 2026. Their sentencing hearings are scheduled for Friday, October 23.
The investigation was conducted by the FBI. The prosecution is handled by federal prosecutors Alberto López Rocafort, Teresa Zapata Valladares, Laura Díaz González, and Joseph Russell.
