Wilner Joseph, the presidential candidate of the VIKTWA political coalition, filed his candidacy documents with the Provisional Electoral Council (CEP) on Friday, November 6, 2026, according to a source close to his campaign quoted by Juno7. His name was already among the people pre-registered on the CEP's online platform, where he signed up in mid-September.

Filing the documents is one more step, but it is not a validation. The CEP still has to review the file before it publishes the official list of approved candidates.

Chosen in an internal primary

Joseph was named VIKTWA's candidate in an internal primary on September 10, 2026: of 43 voting groups, he received 39 votes, against three for Jean Nerva Siméon, with one blank ballot. The coalition says it brings together 52 parties and organizations.

Originally from Léogâne, he served as Secretary of State for Population under President Jovenel Moïse, then as a political adviser to Prime Minister Alix Didier Fils-Aimé. In 2016 he ran unsuccessfully for a seat in the Chamber of Deputies. His campaign stresses national reconciliation, restoring security, farm production, jobs and the return of families driven out by gangs.

In September, the outlet Rezo Nòdwès reported that he was still drawing a state salary as a minister-counselor in August, although public servants who run must leave their posts. It will be up to the CEP to rule on the eligibility of each file.

A delayed calendar

The filing follows the revision of the electoral calendar at the end of October. The first round of the presidential and legislative elections, set for December 13, 2026, has been moved to July 18, 2027. The second round is set for October 4, 2027, together with the elections for local authorities.
