The U.S. State Department has awarded Shields Point LLC, a company based in Anchorage, Alaska, a contract for subject-matter expertise and logistical support for its Bureau of International Narcotics and Law Enforcement Affairs (INL) in Haiti, with a potential value of $68.86 million including options. The contract was signed on 14 July 2026, according to the federal USAspending database. It was reported this week by the industry site Professional Overseas Contractors (POC).

The contract's current value is $13.52 million, of which $9.79 million has already been obligated, according to USAspending. The first period runs from 1 August 2026 to 31 July 2027. The State Department has not published details of the positions or equipment covered.

A single bidder

The solicitation was set aside for small businesses certified under the federal 8(a) programme, and only one offer was received, according to the contract record. It is a firm-fixed-price contract. In its job postings, Shields Point describes itself as a subsidiary of Alutiiq LLC, linked to the Alaska Native corporation Afognak Native Corporation.

The company is succeeding itself. A State Department notice published in March 2026 described that contract as deploying subject-matter expert advisers to the Haitian National Police (PNH) and providing logistical support to the Police School and Academy facilities.

Other INL contracts in Haiti

The contract adds to a series of INL purchases for the Haitian police in recent months, listed on USAspending: vehicle maintenance and repair ($5.48 million, awarded to Triarii International Consulting Group in October), vetting and polygraph testing of officers ($3.48 million), weapons ($3.74 million) and ammunition ($4.87 million).
