Official opening of the 2026-2027 judicial year

The Haitian government emphasized reform and efficiency at the official opening on Monday, October 5, of the 2026-2027 judicial year at the Court of Cassation. Prime Minister and Deputy Minister of Justice Alix Didier Fils-Aimé stressed that strengthening the justice system is crucial for ensuring sustainable security. He announced the implementation of the new Penal Code and the new Code of Criminal Procedure, which will come into effect on January 1, 2027.

Judicial Performance Report

According to Jean Joseph Lebrun, the Court of Cassation issued 86 decisions during the previous judicial year. The courts of first instance handled a total of 6,388 cases across the country.

Criticisms and Promises of Reform

The Port-au-Prince bar president, Patrick Pierre-Louis, criticized persistent difficulties in the Haitian judicial system, particularly in managing criminal investigations. Fils-Aimé confirmed that several measures have been taken to combat prolonged preventive detention and improve the functioning of justice.

Institutional Context

The opening ceremony was presided over by various officials, including Bernard Saint-Vil from the Port-au-Prince District Court, Fritz Patterson Dorval from the Port-au-Prince government, André Jonas Vladimir Paraison, director general of the PNH, Goethie Varnel Morency, director of the ULCC, and Peterson Pierre-Louis, president of the CEP.
