Guichard DORÉ, chief of staff to the ONA’s General Director, highlighted that only 8.6% of the population contributes to a pension scheme in Haiti. Gilbert BUTEAU, a speaker at the forum, noted that 91% of workers operate in the informal sector.
BUTEAU recommended establishing a national registry and database to better understand these workers. He also presented a program called “ONA Inclusion” which offers an individual social account, flexible contributions, and portable rights to facilitate the integration of the informal sector into the system.
The discussions highlighted the need to adapt legal texts to better address the realities of the informal sector. The ONA aims to strengthen its functions: affiliating, collecting, securing, and serving to better protect these workers.
Objectives
The goal is to improve social coverage for all Haitian workers, including those in the informal sector. The forum aims to identify reform paths for broader and better-adapted social protection for different categories of workers.
