Leblanc underscores the importance of the Constitution, which he believes determines the legitimacy of candidates, while the electoral decree specifies and reinforces constitutional provisions. He warns against any attempt to violate or contest these conditions.
He also recalled the importance for those responsible for managing public funds within the interim government to be held accountable and to expose their administrative actions, stating that "agents of the interim executive must render account." Leblanc also stressed the residual condition for presidential candidates.
Furthermore, he calls on public institutions to remain neutral during the electoral process. He cites names such as former senators Youri Latortue and Joseph Lambert, as well as former Prime Minister Claude Joseph, to illustrate his position on the necessity of neutrality.
Leblanc also defended VIKTWA against criticisms regarding candidate registration fees, asserting that they meet the criteria set forth by the electoral decree. He believes that organizing elections is a priority for Haiti to enable the country to elect its leaders.
