According to the SDE-OAVCT, this note now authorizes the directors of annexes and regions to make bank deposits on a weekly basis. The union believes that this change raises serious questions about financial transparency and internal control.
The SDE-OAVCT also expresses concerns about the risks associated with keeping revenues in offices for several days, warning against potential consequences for employee safety. The union asserts that this new deposit schedule could complicate the daily traceability and reconciliation of collected funds.
In its letter, the SDE-OAVCT cites three specific offices: the Delmas 33 annex with monthly revenues of approximately 30 million gourdes; the Pétion-Ville annex at around 22 million; and the Cap-Haïtien regional office, estimated at 18 million. These amounts are provided by Christina Juliana Vilmé.
The union demands the regular publication of collected revenues in different OAVCT offices and the implementation of a transparent system to verify this information. It also requests a return to daily deposits and more transparency regarding the administrative, technical, or security reasons that motivated this decision.
