A letter to the minister

According to Quotidien 509, the organization wrote on October 21, 2026, to Minister Patrick Pélissier. It informed him of the health condition of Magalie Habitant, who is detained at the Central Judicial Police Directorate (DCPJ). It requested judicial authorities to take measures to have her transferred to a medical facility suited to her condition.

The basis for the request

The RNDDH relies on a visit made to Magalie Habitant on October 7, as part of monitoring detention facilities. It also cites a medical certificate dated October 9, signed by Dr. Renan Armstrong. This document describes a hemorrhoidal disease of type 3, hemorrhagic and worsening. It recommends immediate surgery.

For the organization, this case raises the issue of real access to healthcare for people deprived of their liberty. Its letter invokes the Nelson Mandela Rules of the United Nations, which set principles for access to health services in prison.

No known response

The document consulted by Quotidien 509 does not mention any decision from the ministry regarding this request.
