The Ministry of Commerce and Industry (MCI) held a four-day training seminar from Monday, October 26, to Thursday, October 29, 2026, for 70 of its category B and C employees at the Karibe hotel in Pétion-Ville, Le Nouvelliste reports. The theme was "the legal environment of the civil servant".

The training was organized by the ministry's Human Resources Directorate and its Technical Capacity Building Unit. Participants received a certificate at the end of the seminar.

Civil service and ethics

According to the MCI, managers and staff from various directorates worked on public administration, the civil service, the structure of the state, the status of civil servants and contract staff, their rights and obligations, career management, administrative law, and ethics and professional conduct. Henry Boucicaut, representing the Office of Management and Human Resources (OMRH), led the first session.

The seminar was opened by the MCI's human resources director, Hugues Olstein Dorcent, for whom developing human capital "remains the foundation of any successful reform". The ministry's director general, Panel Paulémont, also spoke. The ministry places the training under the leadership of Minister James Monazard and within the roadmap of Prime Minister Alix Didier Fils-Aimé's government.
