The Superior Court of Auditors and Administrative Disputes (CSCCA) requested that the Provisional Electoral Council (CEP) submit a financial report to it on Friday, November 6. According to Le Nouvelliste, which obtained the information from a well-informed source, the request is signed by the president of the Court, Rogavil Boiguéné, and addressed to the president of the CEP, Peterson Pierre-Louis. Rhinews reports the same action, also dated this Friday.

The letter designates the expected document as the "quarterly financial report regarding the operations it has carried out within the framework of the ongoing electoral process."

The text invoked by the Court

The letter relies on Article 12, paragraph 2, of the Electoral Decree of October 5, 2026, which revises that of June 2, 2026, itself modified by the text of July 2, 2026, according to Le Nouvelliste. This provision requires the submission of a financial report to the Ministry of Economy and Finance (MEF) and to the Court, at the end of each quarter, within thirty days.

The Court explains that this document will provide it with the information necessary for its oversight and audit mission, in accordance with the powers conferred upon it by the Constitution and the law. This mission concerns the monitoring of operations related to the current electoral process.

Where election funding stands

Still according to Le Nouvelliste, the Court's request comes after a note from the MEF, published following the new version of the electoral calendar. In it, the ministry specifies that the electoral budget submitted by the CEP, before the most recent revision of the calendar, amounts to 120 million US dollars.

As of September 30, 2026, 80,651,000 dollars had been paid into the Joint Fund/Basket Funds, managed by the United Nations Development Programme (UNDP). Therefore, 39,349,000 dollars remain to be funded. The ministry indicates that this balance is included in the 2026-2027 fiscal year budget and will be disbursed gradually, according to the needs of the electoral process.

No response from the CEP to the Court's letter has been reported at this stage.
