Jean Ernest Muscadin registers as a presidential candidate

Jean Ernest Muscadin, the government commissioner of Miragoâne, has officially declared his candidacy for the presidential elections under the banner of the Fòs Chanjman Nasyonal (FCN). On September 14, 2026, he confirmed his intention to run. His name appears on the platform of the Provisional Electoral Council (CEP) since September 30.

Muscadin is known for his fight against armed groups in the Nippes and Grand Sud regions. He has built a reputation by adopting a tough stance, stating that his jurisdiction would be a "cemetery for bandits." However, his methods have drawn criticism from international and local organizations, which accuse him of summary executions. The National Human Rights Defense Network (RNDDH) published a report in November 2024 denouncing at least 20 alleged executions under his mandate.

Despite these accusations, Muscadin enjoys popular support in certain regions. The Canada Immigration and Refugee Board has noted this popularity despite the controversies surrounding his methods.

His administrative status is currently under review by electoral authorities, who must determine the admissibility of his candidacy. Electoral decrees set specific conditions for public prosecutors wishing to run as candidates.

Security remains at the heart of his political agenda, and he continues to advocate for a strong response to armed groups while calling for the strengthening of the Haitian National Police. His transition from prosecutor to presidential candidate raises questions about his ability to transform his local experiences into a national governance plan.
