Human Rights Report Details Kenscoff Massacre
A Haitian human rights group has released a new report detailing lethal gang attacks on Kenscoff, near Port-au-Prince. The assaults killed at least 164 people and kidnapped more than 70 others.

The report, based on interviews with judges, police officers, armed civilians, the former head of a police station, and over 100 victims and their relatives, highlights severe institutional failures that contributed to the bloodbath. The group notes that safety was never fully restored in Kenscoff after an attack in January 2025 left at least 139 people dead or missing.
The report asserts a "timely strengthening" of security could have prevented these killings and criticizes police passivity, noting authorities ignored requests for additional armored vehicles before the attacks. Gangs used surveillance drones to track law enforcement movements days prior to the assault.
Kenscoff's mayor warned of ongoing threats from drones and disturbing online messages, urging authorities not to trivialize these warnings. A spokesperson for Haiti’s Nationwide Police did not immediately respond to requests for comment.
