Haiti's Ministry of the Environment has estimated the investments required to meet its biodiversity protection goals for the 2026-2030 period at 827.3 million US dollars. This assessment, conducted as part of the United Nations Development Programme (UNDP), was presented during the COP17 biodiversity conference held in Armenia from October 19 to 30, 2026.

Emmanuel Jean-Philippe, Director General of the Ministry of the Environment and head of the Haitian delegation, emphasized the difficulties encountered in accessing international financial resources. He appealed to foreign partners for more tailored technical and financial support to facilitate the implementation of the national plan.

Funding needs

The assessment conducted under the UNDP's BIOFIN initiative indicates that 827.3 million dollars are needed to implement the Haitian strategy between 2026 and 2030. These funds will specifically cover ecosystem conservation efforts, the restoration of natural environments, and the sustainable use of biodiversity.

Awareness and behavioral change

Jean-Philippe also stressed that strengthening environmental education was crucial to achieving these goals. He called for involving local communities, businesses, and civic organizations in conservation initiatives.

National legal framework

The country has expressed interest in acceding to the Cartagena Protocol on Biosafety and the Nagoya Protocol on access to genetic resources. Measures have been taken to strengthen Haitian environmental legislation, particularly regarding living modified organisms.
