A World Bank delegation made a follow-up visit on Wednesday, November 4, 2026, to Fonds-Rouge Torbeck, in the 9th communal section of Jérémie, to assess work carried out by the Ministry of Agriculture (MARNDR) under the Resilient Agriculture for Food Security Project (PARSA), MonnelysTV reports. Despite its name, the area is in Grand'Anse, not in the commune of Torbeck in the South department.

There, the ministry has built more than 350 metres of concrete rural road and repaired about 200 metres of dirt road. The work also includes protecting the Hyppolite spring: a wall was built, a fence installed and trees planted. According to MonnelysTV, the work is meant to make it easier to transport harvests, improve residents' travel and protect the community's water supply. Agriculture Minister Marcelin Aubourg had already visited the site on July 27, Vant Bèf Info notes.

A four-day mission in the Greater South

The visit is part of a four-day mission the World Bank began on Tuesday, November 3, in the Greater South to review progress on PARSA and the Resilient Productive Territories project (TPR II), according to Vant Bèf Info. Received by Marcelin Aubourg and PARSA coordinator Gérald Neuvième, the delegation heard the minister ask for the emergency component of both projects to be activated. He cited the October 23-26 rains, which left five dead and five missing in the Greater South, and the 5.94 million people facing acute food insecurity in the country.
