Firmin rejects US request on Môle Saint-Nicolas

Anténor Firmin, Haiti’s Secretary of State for Foreign Relations in Port-au-Prince, rejected a proposal made by the United States regarding the lease of Môle Saint-Nicolas to establish a coal station there. In a document addressed to the American plenipotentiaries on April 22, 1891, Firmin declared that this request constitutes "a flagrant violation of Article 1 of our Constitution."

Firmin had previously requested information about the conditions and full powers granted by President Harrison to the American plenipotentiaries. After receiving these details, Firmin indicated that the clause imposing a restriction on the use of Haitian territory by other nations is unacceptable to Haiti.

Firmin’s refusal also relies on political and constitutional considerations. He highlights concerns related to the repeated arrivals of American fleets in the port, as well as the false propaganda spread by some American newspapers.

Political Considerations

Firmin expressed worries about the implications of the agreement for Haiti’s sovereignty and independence. He fears that refusing the proposal might be seen as a concession to foreign pressure, thereby compromising national integrity.

Expected Reactions

Firmin concluded by expressing his confidence in the American plenipotentiaries to understand and respect this decision aimed at preserving Haiti’s sovereignty.
