Fils-Aimé faces an uncertain referendum

The Haitian electoral calendar is moving forward despite weak registrations: according to Rezo Nòdwès, only 608,985 voters are registered out of a goal of four million. The Provisional Electoral Council (CEP) also reports that 133 registration centers are not operational and the referendum text has not been published in Le Moniteur as planned.
The CEP recently announced that it had registered 608,985 voters, far from the initial goal of four million. This number represents less than 10% of the electorate in 2016 and approximately 15.2% of those targeted by the CEP.
The government displays a certain optimism regarding these numbers, but territorial coverage remains uneven, with 133 registration centers inactive out of the 1418 recorded. The legal deadline for publishing the referendum text in Le Moniteur has expired without the document being made public.
The president of the CEP, Peterson Pierre-Louis, and experts such as Dr Elco Saint Amand and Me Claudy Briend Auguste question the ability to respect the electoral calendar. The referendum is scheduled for December 13, but its text is not yet officially available.
