Political figures and private sector leaders are restarting discussions on constitutional reform
Several signatories of the National Pact for Stability and the Organization of Elections are preparing a proposal for a targeted revision of the amended 1987 Constitution. According to Juno7, this project focuses on a limited number of institutional changes that could be validated by popular ratification. This approach relies on the electoral decree of June 2, 2026, which allows citizens to vote on such changes during elections.

Consultations between politicians and private sector
Last week, two working sessions brought together political organizations and representatives from the business community. Among the participants were Fanmi Lavalas, the PHTK, the OPL, KONBA, En Avant, and ASE. The private sector was represented by ADIH, AmCham, Makaya, as well as several chambers of commerce, including departmental, Franco-Haitian, and Canadian-Haitian chambers. A new meeting will include civil society and non-signatory parties to the February 21, 2026 agreement.
Revision of mandates and executive
The discussions focus on harmonizing elective terms to a single five-year duration. This measure aims to reduce the frequency of elections. Regarding the presidency, actors are studying the possibility of allowing two consecutive or non-consecutive terms. However, this new rule would not apply to the incumbent president at the time of adoption.
For the position of Prime Minister, one option would be to eliminate parliamentary approval for the initial choice. The head of government would still need to obtain a vote of confidence after presenting their general policy before Parliament within a predefined timeframe.

The working group is considering granting exclusive authority over public order discharges to the Superior Court of Accounts and Administrative Litigation (CSCCA). This change would remove Parliament's power to intervene in this procedure.
To develop these proposals, participants are examining previous work by former deputy Jerry Tardieu and former interim president Boniface Alexandre. Reflections carried out by Claude Moïse and Carry Hector during René Préval's mandate also serve as a basis. This approach prioritizes specific corrections rather than a complete overhaul of the system, unlike the broader reform project championed by former Prime Minister Enex Jean-Charles.
