On November 6, 2026, Jean Ernest Muscadin resigned from the Miragoâne prosecutor's office, with his resignation officially accepted the same day. His departure has reignited concerns in Haiti's southern departments.

Muscadin was considered a key player in the fight against crime in Nippes and the Southeast. However, his methods drew criticism regarding respect for human rights and judicial procedures.

Now a presidential candidate under the Fòs Chanjman Nasyonal (FCN) party banner, Muscadin is leaving his post to dedicate himself fully to politics. The Ministry of Justice has appointed Accel Trofort as interim government commissioner.

In the context of armed groups expanding into several regions, residents fear that these groups will take advantage of potential institutional weaknesses to extend their activities. The advance of the Viv Ansanm coalition toward the south is a particular source of concern.

Authorities are being urged to prioritize anticipation rather than waiting for gangs to establish themselves in the new communes of the Grand Sud, according to some citizens. "We don't want to wait for the gangs to arrive before taking action," says Jean Garry.

The security and economic consequences of a deteriorating situation are also highlighted by Jacques Ricardo: entrepreneurs are already working in difficult conditions. If the gangs expand, the local economy will be paralyzed.

The debate over the methods used to combat crime and respect for the rule of law has been revived by this departure. The United Nations Group of Experts has attributed at least 42 alleged extrajudicial executions to Muscadin since 2022.

Citizens expect the new commissioner, Accel Trofort, to provide continuity in judicial action and the fight against criminal acts. Strengthening investigations, prevention, and cooperation with the Haitian National Police (PNH) are among their expectations.
