Holmes testified before Congress earlier this year that Haitian interests align with those of the United States and his own charity, CaribbeanOne. He urged funding for a strategy developed by CaribbeanOne without disclosing he chairs its board.
In an April Miami Herald op-ed titled "An 'America First' plan to prevent Haiti's collapse," Holmes described armed groups in Haiti as narco-terrorists aiming to turn the country into a trafficking hub sending narcotics into the U.S. He also stated that Washington should fund credible Haitian and American partners, including private sector leaders.
Holmes told Congress CaribbeanOne operates 630 program centers across Haiti, feeding over 130,000 children daily and leading a network of more than 500 NGOs. Only 7.6% of past USAID funding in Haiti went directly to local organizations while 40% went to UN agencies.
