Tax reform: police officers earn more despite higher taxes on bonuses

The new tax law in Haiti changes the taxation of salaries and bonuses for public officials, particularly the police. According to an analysis note titled "Note on the impact of changes to personal income taxation: Impact on the disposable income of public officials," this reform reduces income tax on salaries while increasing the taxation of bonuses. This change has a positive impact for some police officers, who earn up to 3,076 gourdes more per month.

The note details four different profiles of public officials and their earnings after the application of the new Tax Code:

- An officer with a monthly salary of 39,200 gourdes sees their tax withholding go from 7,772 to 5,604 gourdes, a net saving of 2,168 gourdes per month.

- Another officer with a monthly salary of 41,700 gourdes has an income increase of 2,438 gourdes per month.

- For the officer with a monthly salary of 44,600 gourdes, the gain is 2,844 gourdes per month.

- Finally, for the one with a monthly salary of 47,200 gourdes, the reform brings an income increase of 3,076 gourdes per month.

According to this analysis note, these changes aim to strengthen the ability of public officials to meet current expenses. However, the effect depends largely on the individual salary and bonus profile of each officer: a police officer with a large portion of their remuneration in the form of bonuses might not benefit as much as those presented here.
