Pierre Espeance warns the CEP about a potential candidacy of Michel Martelly
Pierre Espérance, the executive director of the National Human Rights Defense Network (RNDDH), warns that if the Provisional Electoral Council (CEP) validates the presidential candidacy of former president and singer Joseph Michel Martelly, it will have to bear the consequences.

According to Rezo Nòdwès, Espérance mentions to journalist Roudy Sanon the international sanctions imposed on Martelly by Washington and Ottawa for his alleged links to drug trafficking and armed gangs. The executive director notes that electoral legislation does not specifically mention these sanctions, unlike the requirement not to be under sanctions from the United Nations Security Council.
The third electoral decree adopted on June 2, 2026, removes the requirement for candidates to present a bank certificate regarding the freezing of their assets. This modification raises the question of whether it indirectly benefits individuals sanctioned abroad.
In its press release published by Vant Bèf Info, the CEP outlines the rules for independent candidates and states its intention to pursue an "inclusive, impartial, transparent, and responsible" process. However, Espérance questions the CEP's responsibility in the event of a potential validation of Martelly's candidacy.
