The Haitian government is preparing rigged elections and an illegal constitutional revision
On December 13, 2026, Haitians will be called to vote in an election that could be marred by fraud. Currently, fewer than 630,000 voters are registered, while the initial target was 3 to 4 million. Two scenarios are emerging: either the elections will take place with a tiny number of voters, making the ballot unrepresentative; or fraud will be committed to falsify the results.

At the same time, a constitutional revision is planned for that day by referendum, despite the prohibition stipulated in the 1987 Constitution. According to a decree from the current government dated June 2, 2026, the proposed amendments to the Constitution should be published at least ninety days before the vote to allow citizens to discuss them freely. However, this deadline has already expired and the text has not been published.
"A popular consultation aimed at modifying the Constitution by way of a referendum is formally prohibited," stipulates Article 284-3 of the current Constitution. Only a National Constituent Assembly can revise the fundamental law according to the rigorous procedures provided for in Articles 284-1 and following.
The conditions for free elections are not met
The electoral roll is obsolete, the Provisional Electoral Council (CEP) is not independent, and vast areas of the country remain under gang control. These circumstances make it difficult to organize free and transparent elections.
Demanding an immediate halt to the electoral process
Yves Pierre, a Haitian political scientist based in Long Island, New York, is calling on Haitians "to demand an end to the ongoing electoral process." Continuing this ballot would guarantee a post-election crisis and produce a president without legitimacy. Transitional arrangements exist to manage the situation transparently.
