According to the report from Haiti's embassy in Taiwan, led by Roudy Stanley Penn, this agreement aims to strengthen university relations between Haiti and Taiwan by providing an institutional framework for developing academic and scientific collaborations. The concrete modalities of implementation remain to be defined.

During their stay from October 4 to 8, the Haitian delegation also met with three other Taiwanese universities: National Yang Ming Chiao Tung University (NYCU) and National Tsing Hua University (NTHU), both located in Taipei and Hsinchu respectively. These meetings allowed for exchanges on academic programs and priorities, including NYCU's International Health Program which offers training in public health.

The delegation also visited China Medical University (CMU) in Taichung, where they met with Haitian students and their academic officials. This visit highlighted opportunities for Haitian students to study public health.
