The UN accuses Nenel Cassy of supporting gangs

The United Nations Haiti Expert Group has released a report stating that Nenel Cassy, former senator of the Nippes and current leader of the Viv Ansanm party, armed and supported several criminal groups. According to the document, Cassy distributed weapons to gangs in Gressier and was involved in the creation of the Fantôme 509 group. The report also claims that he planned attacks on Kenscoff in collusion with Viv Ansanm.

The text indicates that Cassy controls the "BLTS" group, active in Miragoâne, and supports Kraze Baryè of Vitelhomme Innocent. Two member states claim that he previously collaborated with Ti-Makak and distributed weapons to gangs.

The report highlights that Cassy was arrested in August 2025 for conspiracy against the state's security, financing criminal groups, attempted murder, and association of criminals. Despite this, he was released a few weeks later, while sources close to the investigation indicate that the case was closed without further action.

Other Named Individuals

The report also names Rosemila Petit Frère and Youri Latortue as having supported gangs. According to experts, Petit Frère maintained long-term relationships with Viv Ansanm and provided them financial and logistical support.

Youri Latortue is accused of supplying weapons to the Raboteau and Kokorat San Ras gangs in the Artibonite, according to the experts. However, an accusation by Bendjy, leader of the Kokorat San Ras gang, who claims that Youri Latortue founded this group before trying to dismantle it, is not confirmed by the official source.
