The Artibonite facing the fiscal and judicial crises in October 2026
The Artibonite department is going through a harrowing period marked by the simultaneous reopening of courts and the tax office. According to Rezo Nòdwès, the population has been subjected to constant economic pressure for seven years, worsened by gang insecurity and blockades. In this context, the introduction of a new tax code has sparked confusion among citizens who were not consulted about these measures.

Dysfunctions of the judicial apparatus
The legal system in the region is described as being in a state of abandonment. The courts are no longer able to guarantee fundamental human rights, leaving the field wide open to fraudsters and holders of fake property titles. This situation leads to moral stagnation while police and judicial officials themselves denounce their poor working conditions.
Prison conditions and administrative contempt
The situation in the area's civil prisons is compared to that of the holds of slave ships. Despite being aware of these facts, the Ministry of Justice prioritizes budget cuts at the expense of humanity. This indifference is particularly highlighted in Gonaïves, a historic place where "the dignity of the Black man stood up for the first time."
Lack of regulation and political will
Anarchy also reigns in the pricing of judicial services, due to a lack of clear policy. Pierre Robert Auguste points out that the state seems incapable of handling major cases, such as the assassination of a Haitian president whose trial is taking place in the United States. This lack of will to deliver justice on national soil is perceived as a sign of the collapse of public authority within the First Black Republic.
