Alfredo Junior Antoine, whom the UN designates as the mastermind of the Kenscoff attack, is running again

The Provisional Electoral Council's candidate registry, reviewed live on October 17, 2026 at 5:02 PM, contains a line with seven fields: ANTOINE, ALFREDO JUNIOR, male, deputy, incumbent, Ansanm Nou Fò, West — Kenscoff. Ten days earlier, the UN Group of Experts on Haiti submitted a report to the Security Council identifying a former deputy from Kenscoff bearing this name as "one of the main sponsors" of the January 27, 2025 attack on this commune, which resulted in over a hundred deaths.

The CEP's registry does not publish birth dates or photographs: seven fields and nothing else. Six men named Antoine are running for a deputy seat. Identification therefore relies on the full name, position, and commune — the one he has represented. The dashboard also warns that its data "are dynamic and strictly preliminary" and that "the official and final list of candidates will be published by the CEP only after the verification and validation process of the files." Registrations remain open until October 31. At the time of verification, the registry counted 4,644 candidacies, including 1,054 for deputy; five men are running for the seat of Kenscoff.

Report S/2026/714 dedicates four paragraphs to Alfredo Junior Antoine. It holds him responsible for kidnappings and illegal detentions used to intimidate political opponents or seize property. It states that he planned attacks with gangs in several neighborhoods of Kenscoff, communicated frequently with members of Viv Ansanm — including Dady Paul, alias "Didy" — as well as with Magalie Habitant, and maintained close ties with Vitelhomme Innocent, who himself is under sanctions. It identifies him as one of the suppliers of weapons, ammunition, and financial resources to Viv Ansanm through a third party, and notes that several illegal weapons were found at his home.

The report's footnotes refer to interviews with several victims, confidential sources, and a May 2025 confidential investigation report. They corroborate public facts. The Central Judicial Police had issued an arrest warrant for him: Annex 14 of the report reproduces the notice, which was disseminated on the police's Facebook page in February 2025. He was arrested on Friday, April 4, 2025 in the afternoon at Morne Calvaire, following a surveillance operation — Le Nouvelliste and Rezo Nòdwès reported it the same day. The charges were conspiracy against state security, financing of criminal organizations, complicity in murder, and association of criminals. He was released on May 9, 2025.

"A formal and solemn protest"

Alfredo Junior Antoine contests everything. The Group of Experts indicates that they contacted him by email, received from him a denial of his links with gangs, transmitted his response to the sanctions committee — and maintain their conclusions.

On October 8, 2026, the day after publication, his lawyers — Messrs. Sonet Saint-Louis, Guérilus Fanfan, and Sergot Oreste, of the Port-au-Prince bar — addressed a "formal and solemn protest" to the UN Secretary-General through his Special Representative in Haiti. Their client, they write, "categorically and without any ambiguity rejects these imputations" and disavows "any assertion tending to attribute to him any link, support, financing" towards a gang or an armed criminal organization; he condemns the violence in Haiti, "particularly in Kenscoff." The lawyers demand the withdrawal of the passages concerned for lack of evidence, an objective and adversarial review, correction of factual errors, and, in the absence of withdrawal, publication of a clarification.

His public stance is consistent. In February 2026, he pressed Prime Minister Alix Didier Fils-Aimé to make the security of Kenscoff a national priority and endow the commune with a sustainable plan. At the time of his arrest, Le Nouvelliste recalled that he had "always denied" being in contact with criminals.

What the electoral decree requires

Article 95 of the June 2, 2026 electoral decree, in addition to the conditions provided by the Constitution, sets thirteen conditions for being a candidate for deputy. Three directly touch this file. The candidate must not be the subject of an arrest warrant or wanted notice issued by a judicial or police authority at the national or international level.
The thirteenth condition, however, does not apply to him: verified on October 17, 2026 on the registry created by resolution 2653, Alfredo Junior Antoine is not subject to any Security Council sanctions. Being named in a Group of Experts report and being sanctioned are two different things, and the confusion between the two is precisely what he reproaches the report for.

Another requirement is a negative police certificate issued by the DCPJ — the very institution that had issued the wanted notice against him.

How a file containing these documents was registered, or whether it was registered conditionally, the CEP does not say, and nothing yet obliges them to say: the verification of files has not started, and it is this process that will decide. In a passage dedicated to Artibonite and other personalities, the report notes that its sources warned: as the elections approach, people linked to gangs could exploit these ties to mobilize support, intimidate rivals, and destabilize the country.

What remains unestablished. We did not obtain a copy of the file deposited with the CEP or the list of documents it contains. We were unable to determine where the procedure initiated after the April 2025 arrest stands, nor whether an investigating judge is seized of it. The CEP has not publicly commented on the eligibility of persons named in the Group of Experts report. And neither the candidate nor Ansanm Nou Fò have published a program for this election.
